The Securities and Exchange Commission (SEC) is currently seeking public comments on proposed amendments related to the issuance and offer for sale of sustainability-themed bonds. These proposed amendments would enable SMEs and startups in Thailand to issue and offer such securities through crowdfunding and private placement channels. The goal is to enhance their participation in driving the sustainable development agenda and improve information disclosure in accordance with international standards.
During March and April of this year, the SEC held a public hearing and a focus group to discuss proposed amendments related to the issuance and offer for sale of sustainability-themed bonds. These amendments aim to enable businesses of all types and sizes in Thailand, including SMEs and startups, to issue and offer such securities through crowdfunding and private placement channels.
The proposed amendments aim to revise the information disclosure rules for sustainability-themed bonds, ensuring that investors have access to accurate and comprehensive information for decision-making. This is intended to increase the credibility of sustainability-themed bonds. Additionally, the SEC has organized a focus group session on 28 March 2023 to gather feedback from business operators and stakeholders. The majority of respondents expressed support for the proposed principles and amendments, while some also provided recommendations to enhance the proposal.
