The Association of Southeast Asian Nations (ASEAN) participated in the 7th Session of the Global Platform for Disaster Risk Reduction (GP2022) under the theme “From Risk to Resilience: Towards Sustainable Development for All in a COVID-19 Transformed World”, convened from 23-28 May in Bali, Indonesia.
At the GP2022, ASEAN issued the ASEAN Joint Statement on Strengthening Resilience to Disasters, which reaffirms ASEAN’s commitment to strengthen its capability to advance disaster risk reduction, recover and adapt from disasters as outlined in the AADMER and its work programmes, including through partnering with international and other regional organisations. ASEAN also shared its experiences and best practices in enhancing disaster management in the region to international communities.
One of ASEAN’s highest priorities
“One of ASEAN’s highest priorities in realising the ASEAN Community Vision 2025 is building a resilient ASEAN Community with an enhanced capacity to respond effectively to challenges”, said Secretary-General of ASEAN, Dato Lim Jock Hoi, at the Ministerial Roundtable on “Thinking Resilience: Changing the Approach to Disaster Risk Reduction Financing”, on 26 May.
“Guided by the ASEAN Agreement on Disaster Management and Emergency Response (AADMER), we have invested in proactive, anticipatory and forward-looking approaches in our disaster management and risk reduction planning and programming,” he added.
Dato Lim also highlighted ASEAN’s continued endeavours in building financial resiliency in facing multi-hazards through implementing the ASEAN Roadmap for Disaster Risk Financing and Insurance, operationalising the Southeast Asia Disaster Risk Insurance Facility and strengthening ASEAN Disaster Management and Emergency Response Fund.
At the thematic session on “Breaking the Silos – Toward Multi-hazard, Multisectoral Approaches to Managing Risk”, on 25 May, a panelist from the Office of Civil Defense Philippines, shared ASEAN’s experience in promoting multi-sectoral engagements amongst various sectoral bodies, centres and entities towards a whole-of-ASEAN approach in building disaster resilience in the region.
At the 5th World Reconstruction Conference, on 23 May, the ASEAN Secretariat presented ASEAN’s experience in building a sustainable recovery from COVID-19 in the region through implementing ASEAN Comprehensive Recovery Framework. The ASEAN Secretariat shared its views and perspectives on strengthening DRR in the Asia Pacific region at the Asia Pacific Partnership on Disaster Risk Reduction (APP-DRR) Forum, as part of the GP2022 events.
Representing ASEAN, a speaker from the Department of Disaster Prevention and Mitigation of Thailand, delivered a key-note speech at the “Mainstreaming Gender Equality, Disability and Social Inclusion (GEDSI) in Anticipatory Action for DRR in Southeast Asia” side event hosted by CARE on 27 May.
On 25 May, Secretary-General Dato Lim Jock Hoi and the IFRC Secretary-General Jagan Chapagain, signed the Memorandum of Understanding (MoU) on the Strengthening of Community Resilience in Southeast Asia, witnessed by the ASEAN Committee on Disaster Management and the Southeast Asia representatives of the National Societies of Red Cross and Red Crescent Movement.
ASEAN Framework on Anticipatory Action in Disaster Management
On the same day, ASEAN also launched the ASEAN Framework on Anticipatory Action in Disaster Management. Supported by the Food and Agriculture Organisation of the United Nations (FAO) Regional Office for Asia and the Pacific, the framework represents a landmark commitment from ASEAN to move the anticipatory action agenda forward in the region. The framework sets out an action plan to roll out anticipatory action in ASEAN and outlines a potential vision beyond 2025.
Following the launch, ASEAN opened the ASEAN-NDTI Disaster Risk Management Capacity Building Project In-Country Training for ASEAN Member States, a project supported by the ASEAN-Korea Cooperation Fund and implemented by the National Civil Defense and Disaster Training Institute of National Civil Defense, Republic of Korea.
The training aims to strengthen disaster governance system and adaptive capacity in ASEAN countries by exploring and coping with the challenges faced by each country, factors of vulnerability, and local disaster and hazard risks.
The breakfast meeting on Exploring Opportunities for Interregional Partnership on Disaster Risk Management and Transboundary Risk took place on the following day, in collaboration with the Asian Development Bank. The ASEAN and representatives from the Pacific Community, African Union Commission, Caribbean Community, and Asia Disaster Reduction Centre exchanged experiences and discussed potential areas of collaboration in addressing the evolving transboundary disaster risk landscape caused by multi-hazards.
The ASEAN Secretariat, in partnership with the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre), United Nations Office for the Coordination of Humanitarian Affairs, and Swiss Agency for Development and Cooperation (SDC), co-organised the GP2022 Side Event “Sharing Session on Regional Standby Mechanisms and their role in disaster preparedness and response” on 27 May.
The session featured experts from Pacific Community, the African Union Commission, European Union, IFRC, UNOCHA, and the AHA Centre, who discussed potential inter-regional collaboration to strengthen standby arrangements to enhance preparedness in responding to disasters.
ASEAN’s participation and contributions to the GP2022 demonstrated continued resolve in strengthening disaster resilience in the region by working in partnership with international communities. In line with the ASEAN Vision 2025 on Disaster Management, ASEAN continues working towards achieving its aspiration to be a global leader in disaster management by 2025.
